Social theory, it should be remembered, is itself a type of non-fiction writing, but in the hands of academics it is seldom written with the verve and straightforward insight that Biss exemplifies. John F. Kennedy thought the phrase "the right of the people" appearing in the Fourth Amendment was not a term of limitation but more a rhetorical flourish to emphasize the rights being conferred. The difficulty is that the solution, the progressive tax on capital, requires a high level of international cooperation and regional political integration. From the outset, political economy sought to study scientifically, or at any rate rationally, systematically, and methodically, the ideal role of the state in the economic and social organization of a country. Constitutional decisions are for all time, the apostles of minimalism note, while a statutory interpretation can easily be corrected. The opposite strategies of naturalization and socialization are able to stupefy the mind only because they are always thought of separately.
