ABSTRACT

This chapter examines the strategies that have been considered to be successful means for fostering inclusion. It analyzes some of the subtle obstacles that stand in the way of full inclusion of people of color and women. The chapter reports on the approaches federal agencies are undertaking to better "manage diversity". It shows how such an assessment can be undertaken with existing data and concludes with recommendations for developing a more complete framework for assessment. Many organizations have gone to great lengths to make this distinction between equal employment opportunity/affirmative action and managing diversity explicit. The chapter discusses the results of an "organizational assessment" survey administered to 160 federal departments, agencies, and subagencies by the National Partnership for Reinventing Government's Diversity Task Force in the spring of 1999. Responses to the NPR survey suggest that agencies have come a long way since MSPB inquired about workforce diversity programs in 1991.
