ABSTRACT

In general terms, there are four ways to reduce the rate of climate change: stop destroying the tropical rain forests, expand the sinks for CO2, generate our power from low carbon or no carbon fuels, and use energy much more efficiently. This chapter describes each of these and then turns to specific policy options to implement them. Climate change is a global issue; it affects all nations, and all nations contribute to the problem. Obviously, any ultimate solution will have to take the form of an international agreement to which all significant emitters of greenhouse gases are bound and which penalizes any who refuse to take part. One of the largest sources of CO2 is electricity generation, which is responsible for 40 percent of our total emissions. Emission reduction policies that are specific to utilities could be adopted, and other policies could be targeted at consumers.
