The most notorious example of a containment policy is found in Zurich, Switzerland. As a result of strict enforcement of the laws in other parts of the city, police herded hard-core drug addicts into a park in the center of Zurich. Open drug sales and use were tolerated within this area, which became known as "Needle Park". Practicing a containment policy against drug dealers by ignoring neighborhoods where policing is difficult is a losing strategy for police and for the community as a whole. Special efforts should be made to remove drug sellers from their most lucrative locations. Local law enforcement officers should be especially concerned with drug dealing along major traffic arteries. The fundamental source of the drug problem is consumer demand, which keeps profit levels high. Drug sales will spread spatially unless the energy behind the sales is attacked directly, preferably at the heart of the sales area.
