ABSTRACT

This conclusion presents some closing thoughts on the key concepts discussed in the preceding chapters of this book. The book examines the Velasco developmentalist program and the Fujimori regime's neoliberal reforms. It discusses the analysis of state capabilities focused on the three arenas of state power: State Organizational Arena, International Arena, and State-Society Arena. The book evaluates the changing organization and resources of the state. It examines how the state increasingly lost control of its ability to maintain sufficient revenue in the face of domestic political pressures and its international debt obligations. The book also discusses the degree to which the mobilization project reshaped society in unexpected ways. Many of the changes in state-society relations in Peru also have important parallels elsewhere in Latin America. As Peru and Latin America continue the neoliberal reforms begun since the late 1980s, the role of the state is likely to continue changing dramatically.
