The Lempa River had been turned into a cemetery. It was full of bodies of students and murdered workers. They would tie heavy things to the corpses to keep them from rising. In order to eat fish, it was necessary to season them with garlic, because of the stink of human flesh. People would clean fish and find human fingers in them, and in spite of this, they ate them, because there was nothing else to eat. Sale of human beings is a multimillion-dollar industry on the US-Mexican border. The Reagan and Bush administrations' illegal and inhuman treatment of refugees stemmed from an ideology so at odds with reality that reality barely mattered in formulating. The South Texas detention project cleared the streets, but the ultimate cost to the Reagan and Bush administrations was that ten years of refugee policies were declared illegal.
