ABSTRACT

One of the following three types of procedures is employed to subject the individual in question to Reeducation Through Labor (RTL). In the first type the individual for whatever reason is placed by Public Security in a detention center and passes through an examination procedure. The second type involves recommendation by the appropriate organization, collective, enterprise, or school work unit. The third type involves recommendation for RTL by a parent or guardian. This type occurs very rarely, probably constituting less than 1 percent of RTL arrests. Contemporary with the development of large-scale economic and political reforms, in November of 1979 the Chinese Communist Party (CCP) announced the implementation of Supplementary Reeducation Through Labor Regulations, and in 1980 reissued 1957's RTL policies. Over thirty-three years, the types of criminals subject to RTL have changed along with changes in the political and societal climate.
