ABSTRACT

The Central Committee Commission uncovered tremendous misuse of power by the Uzbek leaders. The commission members acted through political channels in close connection with Communists, primarily using the Party organizations in the republic. The Central Committee decided to strengthen the Republican Party personnel by bringing in people from other regions who weren't connected with the compromised top Uzbek leadership. The innocent people they investigated were subjected to mental and physical harassment. The terms of detention stipulated by law were violated, and threats of reprisals against families and close relatives were used as pressure to elicit the testimony they needed. The Party Charter gave every member the right to address any question, petition, or suggestion to any level of the Party, right up to the Central Committee, and to demand a substantive reply. The investigators ran the risk of being exposed, so they decided to play their trump cards.
