ABSTRACT

This chapter discusses the US president Bill Clinton's administration's efforts for satisfying the military needs and also explains the administration's dual use policy. President Clinton's "Defense Reinvestment and Economic Growth Initiatives" included nearly $5 billion for dual use technologies, $5 billion for helping displaced personnel, and almost $10 billion to be allocated among nonmilitary research and development (R&D) partnerships between industry and government, certain civilian manufacturing projects, and advanced-technology projects. The Technology Reinvestment Project (TRP) was created as an inter-agency body to implement the dual use approach to R&D. Hand in hand with dual use, the Clinton Pentagon has undertaken reform of its bizarre procurement system. That reform, since it addresses the differences between commercial and military industry, may be valuable, but it is hardly a substitute for defense conversion. Clinton, for his part, made no effort to make the Pentagon take its proportionate share of budget cuts.
