ABSTRACT

Every US president during the nuclear era has stated an explicit preference for zero nuclear weapons in the world. With escrow, Russia and the United States together would step down the readiness of nuclear forces. The reinforcement of each element of the triad of initiatives involves incorporating many more nations in the process of preventing the proliferation or use of weapons of mass destruction. What the authors should aim for is a system of global management of these weapons that will make it unrewarding to use them. The most striking example of such a program is the mandates the United Nations enacted in 1991 prohibiting Iraq from having any weapons of mass destruction or the capability for manufacturing them. It is not unprecedented for a vanquished nation to be subjected to restraints. However, it is unprecedented to have the world community impose them.
