A representative from a district with a large farming population would certainly seek an assignment on the Agriculture Committee, while a senator with a number of military bases back home might seek membership on the Armed Services Committee. The Works Projects Administration (WPA) was charged with building parks, courthouses, and public buildings; the Civilian Conservation Corps (CCC) used the unemployed to restore national parks and protect natural resources; and the Public Works Administration (PWA) built larger projects like dams, bridges, and roads. Moreover, the success of the new welfare approach is built on the ability of states to create jobs, both public and private, to meet the needs of welfare recipients facing the end of their time on assistance. Clinton's de-emphasis of the foreign policy agenda was a reflection of American public opinion, which shows little concern for matters abroad.
