ABSTRACT

Luxembourg operates two parallel education systems, the ordinary and the special school system, and it is necessary to distinguish between 'special education' and 'differential education' in the Grand Duchy. Legislation in 1963 introduced reform of pre-school and primary schooling, creating the establishment of special classes in ordinary schools for pupils who were unable to successfully follow the ordinary curriculum. Special education and its particular mode of organization are designed as a means of supporting practical apprenticeships. Differential education is provided for all children who, for reasons of their mental or sensory characteristics, are not able to receive their instruction in the ordinary school setting. It is comprised of: A diagnostic and consultation service known as 'The Child Guidance Service' and Psycho-pedagogic intervention institutions i.e., centre, schools and institutes. The Child Guidance Service is provided for the counselling and assistance of parents of children with educational or school problems.
