Entitlement programs leave Congress with no more than about 25% of the annual budget to be scrutinized for possible cutbacks through the regular appropriations process. Since the mid-1980s, entitlement programs have accounted for more than half of all federal spending. Cutting the entitlement program seems to be the only logical solution to recover the loss of money from the tax cut funds. As Congress works to reconcile their so-called tax reform legislation, few economists agree that the tax bill is merely a gift to wealthy donors who threatened to cut off their donations to the party unless taxes are cut. The Health Insurance for the Aged and Disabled Act known as “Medicare,” was built in favor of Americans aged 65 years and above. This is a program of health insurance designed to assist the nation’s elderly in meeting hospital, medical, and other healthcare costs.
