ABSTRACT

This chapter provides the results of an assessment of 100 national constitutions to see to what extent, if any, national constitutions have explicit provisions for national anticipatory institutions (NAIs) and to what extent, if at all, national constitutions address futures and future generations. The main responsibility of NAIs will be to engage their nation’s citizens in a process to assess whether their current generations are meeting their perpetual obligations. It is proposed that a World Court of Generations be established to periodically judge whether humanity is meetings its perpetual obligations and if not, what actions are needed. The Intergenerational Panel on Perpetual Obligations will also be the keeper of the themed perpetual obligation scenarios. The chapter concludes with a discussion on the need for a small number of perpetual organizations that will be able to serve humanity throughout times of extreme turmoil.
