ABSTRACT

This chapter discusses some general issues in the context of the partial mobility approach moving towards a more generalised concept: the weighted fractional mobility. In this measure, there is a movement to an overall index incorporating this relativity. Most of the studies that tried to define the dynamics of human development could not capture the different experiences of the relative movement in the parameters of human development. This chapter proposes using the weighted partial mobility indices. The standard practice of overreliance on growth rate is criticised. Some ethical mobility indices are proposed here, and some of these indices are applied to analyse India’s experience in recent decades.
