ABSTRACT

The Intelligent Nation is a synthesis of people (the nation) and the state (the system of government and governance). Current inefficient, bureaucratic, centralised and non-adaptive arrangements will not suffice and the autonomy of the citizen needs to be reasserted. The state needs to be reorganised around the needs of the citizen rather than its own internal accountability. A systemic approach is required to enable the pursuit of whole system effectiveness which needs a transformational approach to the design and delivery of public services and infrastructure capitalising on developments in digital technology and rooted in a democratic legitimacy of government.
