ABSTRACT

Society emerges from the interactions of people with each other and the social and fundamental infrastructures. Governance and government are needed to support, enable and regulate the complex dynamic systems of the country on behalf of the citizens. Social infrastructure enables services to the public and the well-being of citizens regardless of ethnicity, gender, sexuality, disability, religion, age, economic situation or other differences. Services should be localised as far as possible, their delivery focused on long-term systemic effectiveness for the citizen and not short-term cost to the state. Designed backwards from the citizen, they must exploit the potential of digital technologies where appropriate while maintaining first-hand engagement where that achieves the desired outcome.
