ABSTRACT

Traditional means of reporting the performance of a country are inadequate for the complex adaptive system that is an Intelligent Nation. Measurement of GDP is unhelpful as a basis having no single agreed meaning and considering only the economic dimension of performance. Systemic interdependence established between the productive and non-productive elements of the country demands a different way of understanding contribution. Alternative models such as triple bottom line add dimensions but remain functional and narrow. Recognising that governance is integral to an Intelligent Nation, a mechanism is proposed for synthesising multiple dimensions of performance through a reporting structure embedded in the structural architecture of the country.
