ABSTRACT

Thus far this work has explored the structures that the police use which enable them to carry out their work functionally. However the police are a publicly funded body, so in addition to the accountability processes previously discussed (see Chapter 2), they work within a structure that ensures they are efficient, effective, and economical. This chapter considers this through reference to Performance Management and the use of crime statistics as measuring such efficiency, etc. In addition it discusses such working structures through which the police deliver their services, such as community policing in the democratic model, the role of expert citizens, and the community in general through such schemes as the Asset-Based Community Development approach. It further explores the Evidence-Based Policing approach, critically analysing this approach and suggesting evidence includes many things, and also illustrates some of the challenges faced by the police in the near future.
