ABSTRACT
Funding dictates board control over all departments, except for the courts. Other departments have similar outside funding sources. Oscar concluded with, “of course, the roles and responsibilities of these players overlap and compete. Bottom line, the power structure, organizational layers, and role and responsibility conflicts are not conducive to supporting this project”. “The ongoing fiscal crisis destroys employee focus, as department of health services teeters on the brink of layoffs to make ends meet. It’s hard to focus on strategic initiatives like the recovery project. The frontline and their patients are the recovery project targets, the individuals most affected by the change, and neither are ready”. Doctors are scientists, who must navigate these cultures delicately, balancing allegiance to science with emotional concerns of patients and the ever-changing financial, political, and technical demands of the health care industry.
