ABSTRACT

Almost from the time it was organized in 1893, the International Association of Chiefs of Police (IACP) adopted resolutions to organize or encourage national crime reporting programs. Although originally established to bring about police reform and professionalism in policing, in 1927, the IACP organized the Committee on Uniform Crime Reporting. The basic Uniform Crime Reporting (UCR) Program was developed by this committee, and then adopted and initiated by the IACP in 1929. The focus of Chapter 2 is on helping students gain a better understanding of the vital role that statistics play in criminology, criminal justice, and crime and intelligence analysis.
