ABSTRACT

This chapter explores how a new framework for the dog-whistle dynamic has accompanied risk-society imperatives, new forms of moral panics, the mainstream media and social media. The spread of the dog whistle accompanies globalization and neoliberalism where the dog whistle walks hand-in-glove, especially in the case of racism, xenophobia and Islamophobia, which are never too far from impacting on school educational policy. Racism heavily impacts school educational policy and practice: new ways of articulating racism emerged in the US, the UK and Australia, and one way of reproducing neoliberal racism is through the way in which crime is depicted. The dog whistle is about corralling political support, not simply in the public-at-large, but in respect to politicians and also among journalists. The chapter demonstrates the links of globalization and neoliberalism and the spread of the dog whistle, where the dog-whistle dynamic walks hand-in-glove with these national trends.
