ABSTRACT

One of the easiest ways to apprehend domination emerges again from the Star Wars series. There are multiple examples from science fiction, fantasy, and other areas, but Star Wars is such a cultural touchstone that it makes concepts easier to convey. Discussions of domination typically involve controlling or influencing someone or a group, and the character Palpatine checks many of those boxes. The need to understand domination as part of the experiences of life was a core idea in the earliest attempts at this conceptual sandbox. Domination captures the day-to-day possibilities of organizational life, and frames what is experienced. In brief, domination captures being, agency, and power. Domination often focuses upon people or groups engaging in dominant practices. Domination is a central concept and creates numerous issues for both public administration and management. Concepts like participation, common in public administration, can become reset within the frame of domination to reflect social realities of contemporary civic life.
