ABSTRACT

Chapter 2 highlights the history of development of cogeneration and discusses the first policies and legislation on CHP. This chapter includes a review of combined heat and power in Western as well as Central and Eastern Europe. It also presents an examination of the European action on the rational use of energy (the 1970s–1980s) bringing the framework for Renewable-Waste-Cogeneration auto-producers and financial programmes, which covered CHP (the Joule, Thermie, and SAVE programmes) in the 1980s and 1990s. Additionally, Chapter 2 delivers remarks on the US regulatory approach to combined heat with PURPA (1978) as its cornerstone.
