ABSTRACT

The fundamental dynamics of the conflict in the Central African Republic (CAR) remained the same, with localised fighting between armed groups and sporadic attacks against civilians and peacekeepers. The Central African army, which consists of approximately 7,000 soldiers, is being retrained by the European Union and Russia in order to fulfil its mandate and improve the security situation. Led by Abdoulaye Hissène and Noureddine Adam, the Popular Front for the Renaissance of the Central African Republic is one of the most powerful and structured armed groups in CAR. The Movement of the Central African Liberators for Justice is a small armed group based in Birao and Bria in northeast CAR. The involvement of militias in cattle migration is a key driver of violence in the rural areas of north and central CAR. The humanitarian situation in the Central African Republic remains catastrophic.
