ABSTRACT

South Sudan, the world’s youngest nation, plunged into conflict in 2013 after Salva Kiir accused then-vice-president Riek Machar of attempting a coup d’etat. The Sudan People’s Liberation Movement–In Opposition consists of a heterogeneous group of political and military rebels led by former South Sudanese vice-president Riek Machar. The South Sudan National Movement for Change is led by Joseph Bangasi Bakosoro, the former governor of Western Equatoria State, although in September 2018 a faction of the group announced that he had been removed as chairman due to his endorsement of Resolution of the Conflict in the Republic of South Sudan. The lack of funds affected the ability of the Ceasefire and Transitional Security Arrangements Monitoring Mechanism in South Sudan to properly monitor the peace agreement. South Sudan could revert to a stateless entity if the current peace agreement fails again, which could lead to a wave of widespread famine and conflict.
