ABSTRACT

This chapter aims at understanding the conclusion and implementation of the Mobility Partnerships with Morocco and Cape Verde. It provides an overview of the context of adoption of each Mobility Partnership in addition to an empirical study of their content and the stage of implementation of Mobility Partnerships’ projects. Over ten years after the conclusion of the first Mobility Partnership, no thorough evaluation of the implementation of these instruments has been conducted. Now is thus an appropriate moment to examine the implementation of these Mobility Partnerships. What kind of projects are funded and implemented? In this chapter, I ask the central question of ‘what’ they actually concretely delivered so far. For the purposes of this contribution, I will examine in particular the cases of the Mobility Partnerships concluded with Cape Verde and Morocco.
