ABSTRACT

This chapter seeks to explore the state of the art for the civil-security relations (CSR), perceived as the latest development in the field of Civil-Military relations (CMR) that transcends the traditional focus on imposing civilian control over the military to studying dynamics of the relations among different security agencies, including the Military, Police, Intelligence and other agencies on one hand, and the state and society on the other hand. It first defines core concepts of ‘CMR,’ ‘civilian control,’ and ‘Security Sector Reform-(SSR)’ in studies that have dealt with both established and less-established democracies, and then proceeds to illustrate the main hypotheses and theoretical frameworks of the art.
