ABSTRACT
The law creates obligations that apply to persons with disabilities. Conditions such as epilepsy, deafness, palsy, intellectual disability, or other afflictions may result in actions or behavior mistakenly seen as criminal. A decision to arrest in such circumstances requires due regard to the existing disabilities, and special treatment to accommodate these limitations.
