ABSTRACT

Chinese government prioritized academic entrepreneurship as an important approach to advance the transformation of scientific and technological achievements to impact economy and society. Academic entrepreneurship in China mainly converges on the National Innovation Demonstration Zone, which refers to an area approved by the State Council of the PRC to pilot the promotion of independent innovation and the development of high-tech industries, to accumulate experience and to make demonstrations. These zones were mainly established in areas with university clusters, which carried out innovative and entrepreneurial work relying on universities. Science and technology parks attached to universities were very much part of this policy promotion. With bringing in basic laws on technology transfer and patent law among other innovation instruments, the entrepreneurial ecosystem developed rapidly in the last decade. Since 2006, the Chinese government became proactive in the development of digital economy and has issued a series of policies. These policies include encouraging breakthroughs in digital technology, promoting the application of independent innovative products,encouraging the development of new modes of platform economy, shared economy and Internet plus and accelerating 5G network construction. Academic entrepreneurs in universities were mobilized to strengthen their awareness of Internet plus and make full use of the industrial Internet platforms to carry out diverse entrepreneurship activities such as offline entrepreneurship, online entrepreneurship and cloud- and platform-based entrepreneurship.
