ABSTRACT

This chapter discusses the TIC enquiry to the next stage, acquiring further detail as necessary and commencing action where appropriate, drawing on a wide variety of tools designed to improve total organisational performance which reflects current thinking in pursuit of quality recognising that quality is just one dimension of that performance. The basic situation at TIC having been diagnosed it is now possible to consider other problem solving methods, again in parallel and in the context of the initial findings, to address the issues raised and establish a way forward. Interactive planning enabled the engagement of the relevant workforce in the development of the future of TIC and enabled establishment of effective communication between the centre and the operating units. The principle of continuity recognises that values and ideals of the stakeholders change over time and that further problems and new possibilities emerge during the implementation of any plans.
