ABSTRACT

This chapter discusses how Paraguay managed to reinforce the master role transition experienced by Brazil in the Bolivian crisis. With the same pattern of the previous case, Paraguay altercasted Brazil, accusing it of ‘imperialism’ and regional hegemony. The asymmetrical material interdependence favored Paraguay’s strategy due to Brazil’s dependence on Itaipú’s energy supply. Moreover, domestic opposition and secondary powers seconded Asunción to increase pressure on Brasília. By the end of the crisis, Brazil was acting as a regional paymaster and was willing to increase payments to Paraguay.
