ABSTRACT

After a period of experimentation with alternative economic integration schemes and regional diplomatic forums, Latin Americans paradoxically found themselves dealing with a U.S. administration retreating from many parts of the world but determined to reassert U.S. regional hegemony. This chapter reviews the history of U.S. hegemonic influence in the hemisphere, but also suggests that Latin Americans are not likely to abandon their desire to develop more balanced relationships with other parts of the world.
