ABSTRACT

The retributive justice agenda for Kosovo came full circle when, in August 2015, the parliament of Kosovo agreed to establish the Specialist Chambers and Specialist Prosecutor’s Office; this was a special mechanism for prosecuting crimes against humanity, war crimes and national crimes that were allegedly committed between 1 January 1998 and 31 December 2000. Landlocked and surrounded by mountains and hills, Kosovo has a border with Albania in the west, Macedonia in the south, Serbia in the north and east and Montenegro in the north-west. With a territory of 10,908 square kilometres, Kosovo is the smallest country in the Balkans. In contrast to the Kosovo Albanian delegation, the composition of the Serb delegation was determined by the Serbian government, which after being summoned to attend the conference insisted that it would choose the members of its own delegation.
