The grants and contract process benefits firms of all sizes, because the process is transparent, ensures payment, and helps to reduce risks. Contracts also provide an opportunity to export a service to different countries in distinctive regions worldwide. A resource for finding contracts and participating in the procurement process, which is also fee-based, is Devex. In some cases, a procurement notice may first just include a general overview of the project and require firms to submit an Expression of Interest, which is then used by the agency to create a shortlist of companies or individuals to send a Request for Proposal (RFP), or the full announcement. The process also includes other related activities beyond drafting a technical proposal in response to an RFP and awaiting the final award decision that would enhance the competitive edge of a firm during the process.
