ABSTRACT
The representation of African Americans—descriptively, substantively, and symbolically—in Congress is analyzed, along with their representation in the leadership and committee power structures of the House, and the role of the Congressional Black Caucus. Substantive representation is analyzed in general and with respect to the rights and material-based interests of Blacks.
