ABSTRACT
This chapter defines federalism and discusses its advantages and disadvantages in the African American quest for freedom. It also explains how the Fourteenth Amendment, adopted to secure the citizenship and equality of the emancipated slaves, has become the Great Charter of Universal Freedom for all Americans.
