ABSTRACT

A Comprehensive Plan describes a vision for the future of a community, a blueprint of the community, or a constitution for the future development of the community. It offers a vision of what the residents want in a community. The Comprehensive Plan protects what makes the community unique and what made people initially want to live here. State law provides language requiring the development of a Comprehensive Plan. Guiding land use and decision-making is a key purpose of a Comprehensive Plan. Involving the public throughout the development and implementation of a Comprehensive Plan is critical. It provides citizens from all sectors of the community with an awareness and an understanding of the issues facing a community and the process a community is taking to deal with the issues. Citizen involvement in the development of a Comprehensive Plan is not a voluntary task.
