ABSTRACT

This chapter highlights the development of theory of action in school reform for School as Learning Community at Hamanogo Elementary School and notes that the “second stage” of the school reform at Hamanogo Elementary School was based on “caring”. Ose originally defined “caring” in his theory of action in school reform for SLC based on Manabu Sato’s theory as “espoused theory”. The concept of “caring” is positioned as Ose’s theory of action in school reform and developed as the theory of action in school reform at Hamanogo Elementary School. Notably, “organizational learning” by Kazuko Oho, a school nurse teacher, and Hideko Fukutani, Director of Professional Development Department, strongly developed “caring” and incorporated it into lesson study reform and their “theory in use” in school reform.
