ABSTRACT

The main bulk of the book is concerned with accidents and what we may call random events, but shipping is also exposed to a number of threats from actors who are intentionally trying to do harm. This includes terrorism, bombing, piracy, stowaways, drug traffic, theft, and harmful cargo. All of these are a result of physical intervention by actors. An increasing problem is cyber threats, where persons may be in a faraway location and cause severe harm. This chapter briefly deals with the issue, considering what the main threats are, historical experience, and a brief overview of relevant legislation. Piracy is discussed in some detail since this has been and still is a major problem. Cyber risk is also briefly discussed.
