ABSTRACT

An important goal of safety management is to avoid accidents from occurring, but at the same time, we also have to accept that accidents may occur and that we need to be prepared should they occur. The chapter starts by describing the link between risk analysis and emergency preparedness, followed by descriptions of some accidents, with particular emphasis on the emergency response in these situations. Some key emergency and life-saving regulations are then described, SOLAS, ISM Code, and STCW. Emergency preparedness activities and functions are then described. This is followed by more in-depth discussion of some particular aspects of emergency response: Human behavior in emergencies and evacuation. Simulation tools for fire and evacuation are described as an illustration of systems that can support decision-making in emergencies. At the end of the chapter, a section on pollution emergency planning and response is included.
