ABSTRACT

This chapter takes the lessons from Africa and uses them to explain the paradox of longevity of personalist rule (resource curses, coup-proofing, channeling (repression), and gatekeeping) and by introducing a new factor (revolutionary parties) that has an ambivalent effect on personalism, but could not be studied in Africa. Next, this chapter presents a full global analysis of all personalist regimes between 1959 and 2020 in all world regions: the Indo-Pacific, Latin America with the Caribbean, Eurasia and the Middle East with Northern Africa (MENA), starting by highlighting the regional specifics of Sub Saharan Africa in regard to the model. This comparison brings some new insights to the fore regarding democratization, the role of foreign sponsors, the slightly different behavior of hybrid personalist regimes, etc. It ends with some observations on current and future policy-making towards such dictatorships.
