ABSTRACT

The proposal recognises that total abolition of all the customs and police controls and formalities is not possible in the forseeable future, without wider changes. The Commission believes that the office at the point of entry would be the most appropriate choice, since the formalities and controls are, generally speaking, of greater relevance than when goods are leaving a member state. The document discusses the administrative structures that would be necessary to safeguard the quality of the harmonized standards, both European Community (EC) and national. The Community could on the one hand, therefore, complete the extremely complex undertaking of harmonizing technical legislation and on the other hand promote the development and application of European standards. The Commission seeks to extend the coverage to include any products which might be traded within the EC. It also seeks to give itself a greater opportunity to block the implementation of new national technical regulations, pending the adoption of an EC regulation.
