The tempo of bilateral contacts and exchanges was, anyway, indicating imminent normalization. The Israel Chamber of Commerce delegation had been received officially at all levels. In its talks with the parties, China raises not only questions of territory and the national rights of the Palestinians, but also of Israel’s security and sovereignty. The Chinese had ‘gone public’ for the first time concerning their official, political contacts with Israel and her Foreign Ministry representatives, outside the UN General Assembly framework and its special circumstances. Several mobile courses and joint workshops on efficient utilization of water in agriculture and in advanced irrigation techniques were conducted in China, with lecturers and specialists brought from Israel. A high-level Israel Chamber of Commerce delegation was in China, hosted by the China Council for the Promotion of International Trade.
