ABSTRACT

This chapter examines the main issues and in general terms set out the various problems which confront modem budget managers. Appropriate solutions are dependent on the correct diagnosis of the problem, or problems. The chapter presents an analysis of the main problems, a summary of their causes, an outline of various business solutions, and a competence based approach to budget security. The budget management process needs a more holistic approach. It has to include consideration of market place and contractual demands. Sound budget management must therefore be based upon a series of responses which are dependent on methods that integrate various elements. In certain circumstances financial advantages are exploited through amalgamation or consortia arrangements. Where the market share is altered in this way, choice and accessibility criteria tend to be diminished. To be effective as contractors, budget managers need to know how their particular market works.
