The first chapter analysed the development strategy pursued since the end of the seventies, with emphasis on the domestic scene. The examination of procedural and organisational aims and measures enabled specific conclusions to be drawn with regard to external economic policy that provided general answers to the question as to the form in which China wishes to exploit foreign resources in future and in which sectors (paragraphs 114-121).
