This chapter presents an overview of the social and political factors that may be relevant in this field. Despite this, forensic mental health services have always inherited a small group of personality disordered offenders from maximum security hospitals. The antisocial personality disorder is particularly relevant, as this is considered a mental disorder and may be considered to be the paradigm personality of the habitual career criminal. The Bill will also highlight the need for new community and inpatient services for people with personality disorder. There have been a number of legislative changes in the last few years that are particularly relevant to personality disordered offenders. The role of mental health services has been relatively undeveloped, but should include liaison, consultation and advice on the assessment and management of personality disordered offenders for criminal justice agencies via the Multi-Agency Public Protection Panels.
