Some of the human rights treaty bodies do have petitioning procedures, and it is likely that in the future children's advocates will want to advance the case for the development of more robust complaints procedures under the CRC and its two Optional Protocols. On the reporting process generally, the Joint Committee stated: Authors conclude that the reporting process under the Convention has the potential to provide impetus to develop a culture of respect for children's rights within government, and focus attention on the impact of policy, practice and legislation upon children. A Special Rapporteur was established by the UNCHR in 1990 and an Optional Protocol to the Convention on the Rights of the Child on the sale of children, child prostitution and child pornography entered into force in 2002.
