ABSTRACT

Attention turns to the more conventional forms of political organisation in this chapter. In particular, it examines the growing importance of the European Cyclists’ Federation (ECF) as a formal lobbying body reflecting the need to engage beyond national organisations in a political arena where transnational policies are increasingly common. This formal engagement with policy-making process makes demands of expert opinion. Following recognition of the increasing role of movements as generators and providers of scientific expertise in the environmental field, the role of expert knowledge in cycling activism, formal and informal is examined. In turn, these processes ask questions of conventional framings that juxtapose social movement activism with engagement in formal political processes. The chapter ends by reflecting on the co-presence of institutional and non-institutional forms in the same movement and suggesting a more multifaceted approach.
