ABSTRACT
Success in building a system of higher education may result from good planning, well-designed governance systems and ample funding. But the quality and flexibility in the implementation of such plans and intentions is equally important. Through two case studies, we show the flexibility and pragmatism with which the Singapore leaders reviewed and implemented their plans to build the system of higher education. We also highlight that successful implementation requires capable and visionary leaders.
